The work shows that commonly used spectral signatures (Ginibre correlations) do not reliably define chaos in open quantum systems. It demonstrates that these correlations signal only transient chaos, while true long-time steady-state chaos must be identified from the steady-state density matrix itself. Using entropy dynamics and non-unitary out-of-time-order correlators, the study provides new, physically meaningful diagnostics of dissipative quantum chaos, testable in atom–photon platforms.
